TESA staff support is provided by Good Company Associates (GCA), which has years of experience representing coalitions of competitors allied to address common industry policy objectives. The firm provides sophisticated market support and business development consulting to a range of energy-related clients.

GCA has previously managed/represented the Wind Coalition (won the RPS in Texas), the National Association of Energy Services Companies in Texas (helped win the state’s performance contract and efficiency incentive program legislation and associated rules), Fuel Cells Texas (won access to R&D funding), a distributed generation coalition (won a simplified standard environmental permit, enforceable interconnection standards, and rebates based on NOx reduction), the Advanced Meter Coalition (won legislation responsible for $3 Billion investment in advanced meters in Texas) and even a thermal energy storage coalition, collaborating through ARI (won legislation making storage of all kinds eligible for efficiency rebates).

GCA currently represents the following coalitions, which it helped envision and organize: Efficiency Texas, which includes BOMA Texas, the Texas Retailers, the Texas Hotel and Lodging Association, the Texas Restaurants Association, and Impact Texas (Legislation passed and rule proposed to increase funding for efficiency rebates), Demand Response Texas (clarified the role of load management and demand response in the State’s efficiency rebate programs, won creation of the first wholesale market DR program, and opening up ancillary services to DR), a coalition of non-wind renewable energy technology companies (the legislature passed, and the PUC has proposed, a second and third tier for solar and non-wind resources, and won a tax exemption for oil and gas produced coincident to the production of geothermal power), and we organized the Green Business Council with discretionary funding of the Governor, to foster and support regional coalitions of chambers of commerce, workforce boards and colleges.

Robert J. King is the president and founder of Good Company Associates. He has overall responsibility for carrying out the mission of the Texas Energy Storage Alliance. Bob was formerly a Director of Kenetech Corporation, and Vice President of Navigant’s predecessor RMI, after many years advising state elected officials.

Suzi McClellan, a former state ombudswoman, currently leads our state affairs activities, and is supported by Steve Isser, a Ph.D. energy economist and regulatory attorney. Suzi was formerly a member of the ERCOT board, and Dr. Isser has FERC regulatory experience and was a Vice-President at Potomac Economics, the market monitor for ERCOT and other ISOs. Chris Herbert is our lead local government and environmental policy advocate, and currently chairs the City of Austin Resource Management Commission. Chris Winland brings legislative experience from the Office of Texas State Representative Mark Strama, where he served as legislative director and chief of staff and helped craft bills on green jobs, renewable energy financing, and a wide range of other subjects. Finally, Doug Lewin brings a unique mix of expertise in energy and education to our team. He was Texas State Senator Rodney Ellis’s Legislative Director and played a key role in passing statewide green jobs legislation, amongst numerous other bills.
